logging in as root account

Hi :)
I am using UBOS as a shepherd account, and wondering if I can change it into root account remotely.

Generally, when I try to use "sudo" with Linux native commands, then sometimes I can see below message from the system, but as UBOS explained, password is not possible to provide since UBOS only allows SSH key pair rather than username/password due to security reasons.

So for me, it seems physical access to the box itself is the only way to log in as a root user.
When I see the guide, I found below snippet(use "su") but it is the most likely not working like my first trial.(it also requires password, but when I just hit "ENTER", failure occurs.

So my question is :
Is there any other way to login remotely as a root user aside from sitting in front of the box?
